The University of Oregon has an extensive network that provides
service throughout the campus and a number of off-campus locations.
This document outlines a policy that is narrowly focused on the
issue of granting guest or visitor access to the campus network.
While this policy is most relevant to access to the campus wireless
network, the concepts it discusses are also relevant to access
to the campus wired network. This policy does not address guest
access to other campus resources or services.
This policy was developed by an ad-hoc group that included:

Access to the campus network by a guest shall be coordinated through
a sponsor. The sponsor will typically have some relationship with
the guest. The sponsor will take responsibility for the actions
of the guest while they are utilizing the University of Oregon
Network. Staff or faculty at service desks (library reference desk,
computer help desk, or event support staff) shall not generally
sponsor guests unless they have invited the guest to campus or
are asked to sponsor the guest by an eligible sponsor. This policy
defines several different categories of sponsors as well as a period
of time that a sponsor shall be allowed to provide access to a
guest. The categories of sponsors include:
- Tenure Related Faculty,
Non Tenure Track Faculty (Career), Officers of Administration,
and Staff shall be able to sponsor guests for a limited duration
of up to 7 days.
- The President, Provost, Dean, Vice Provost, Vice
President, or Associate Vice President or their designees shall
be able to sponsor guests for up to 75 days. 75 days is the period
of time considered to be one term (11 weeks minus a 2 day weekend).
- Any
request for sponsorship beyond 75 days shall be referred to the
CIO or their designee.
- Non Tenure Track Faculty (adjunct), GTFs,
and students shall not sponsor guests.
This policy defines the following categories of guests that are
eligible to be sponsored:
- Visiting faculty and staff.
- Visiting researchers.
- Prospective students, new students, or transfer
students who are attending recruiting events or campus orientation
visits.
- Parents of students who are attending orientation events
such as IntroDUCKtion. Parents attending non-academic events
such as sporting events shall not be eligible.
- Commercial vendors who
were invited to campus by an eligible sponsor. An example of
this would be an equipment supplier who has been invited to campus
by a faculty member to demonstrate their equipment.
- Conference and
meeting attendees that are attending an event sponsored by an
academic unit. These attendees are eligible for sponsorship only
if they are actively participating in the event and not just
a member of the audience.
- Conference and meeting attendees that are attending
an event sponsored by a non academic unit only if the event is
related to the mission of the University of Oregon. Attendees
are eligible for sponsorship only if they are actively participating
in the event and not just a member of the audience.
- Meeting attendees
that are colleagues and peers of an eligible sponsor.
- Speakers,
performers and support staff for a public event. Attendees of
such events shall not be provided access. Examples of such events
include:
- A
presidential candidate comes to campus to speak. The candidate
and all the support staff shall be granted access.
- A recognized
student group hosts a concert. The concert performers and
their support staff shall be eligible for access.
- Members of the Media
and event support staff, and law enforcement that are involved
in supporting University events.
- Board or Advisory group members
or trustees shall be eligible for guest access for the duration
of their term. For Terms longer than 75 days, requests shall
be forwarded to the CIO or their designee.
To clarify the eligibility for network access of guests on campus
for various types of campus events, the policy offers the following
examples and guidance.
- If a poet has been invited to campus for
a reading, the poet and any support staff shall be eligible,
but the audience members of the reading shall not be eligible.
In general, members of an audience who have just shown up for
an event shall not be eligible.
- If an academic unit is hosting a conference that
has brought poets and writers from the community where the attendees
are active participants, the attendees shall be eligible for
sponsorship.
- Non-recognized
and non-affiliated groups that are renting University of Oregon
space will not be eligible.
- Vendors who are on campus shall not
be eligible unless there is a University of Oregon business reason
to grant that access. For example, a cell phone vendor who has
set up a table in the EMU to sign people up for service shall
not be eligible. A vendor who has been invited to campus by an
individual or group to provide information to that individual
or group shall be eligible.
Information Services shall develop a wireless network system to
support wireless access for guests. This system shall provide a
mechanism for sponsors to register guests for wireless access.
To prevent guest users from accessing University of Oregon resources
that are restricted to the University IP address block, the wireless
guest network shall provide IP addresses that are not part of the
normal University of Oregon IP address block. The guest wireless
system shall collect the following information from each guest:
- Name
- Email address
- Local or cell phone number (optional)
- Who they are employed by
or representing
