The New Partnership proposal involves the establishment of a University of Oregon governing board—a public board with a majority of its members appointed by the governor—that will focus on the UO's mission and public responsibility. The Oregon University System will be involved with the UO as a coordinating board responsible for setting and monitoring educational outcomes such as degree attainment, and will have authority to coordinate with other universities to prevent duplication of programs. The UO also proposes establishing a public university endowment seeded with state bonds, matched dollar-for-dollar by private donors. The endowment is intended to provide greater stability to resident undergraduate tuition costs. The third element of the proposal aims to establish accountability metrics to ensure we meet the mission to the state.
